Quickly:
1) avoid Nero, it's sometimes buggy
2) use TMPGEnc to make the correct MPG, you will need, for a 1.5 hrs video, 3-7 hrs depending of the encoding quality you want : normal, good, very good, best (and on the original video compression: it's an .AVI or a .MPG?)
3) then VCDEasy to create a .CUE/.BIN of your VCD or (if your burner supports CDRDAO) burning directly the VCD then (if your burner doesn't support CDRDAO)bur the CUE/BIN with your favorite application.

Remember that you can put up to 70' of VCD on a 74' CD-R (but you can choose the range of your video with TMPGEnc and split it into 2 videos, 0 - Split point, Spit Point+1 - End).

It is much easier to create a dvd backup to VCD using DVD2SVCD, TMPGEnc encoder or Canopus ProCoder. Encoding time is primarily dependent on how fast your processor is, hd (ata 100 or ata 133, Sata 150) and memory.(SD-Ram or SD-DDR)
