Editing existing DVD without re-encoding

I have the philips dvdr-615 and I use it to capture VHS/8mm/DV into DVD format. I need to know if there is a tool to edit the DVD created by the philips player without re-encoding.

I have tried Sonic MyDVD and it screws up the video after it does the "transcoding" I need to be able to trip out video that I don't want, like the first couple of seconds and the last couple of seconds. I also need to create simple menus. That is all.

Anyone have any suggestions on what tool I can use to just edit the DVD without having to re-encode or transcode the DVD video?
