Problem converting div3 to mpeg2 using tmpgenc plus

Hi, I am using Tmpgenc plus v 2.521 to convert a div3 file into a mpeg 2 to be viewed on standalone dvd players and my ps2. I'm using Gspot codec information application to view and analyze the source file I am converting.

I am trying to determine how to find the average bitrate kbits per second and the maximum bitrate kbits per second for this file. I have used over 20 bitrate calculators and none have seemed to work

The video file I am encoding is

Codec: Div3, Divx3 Low-motion

file size: 139mb

Run time: 00:20:46

FPS: 25fps

Resolution : 432x324

Aspect ration: 4:3

The audio file is 160 k/bs a sec.

Also on tmpgenc plus, when I go to settings and change the rate control mode to 2-pass vbr. It wont let me change the minimum, maximum, or average bitrate kbits per second. Can anyone help me please.
