Winavi flicker/stutter on Dvd conversion

I have been using Winavi to convert some Avi's to Dvd..I notice when I play them back on either of my dvd players I get a...hmm hard to explain..its a kinda flicker or slight stuttering...its watchable but if I watch it to long my head starts to hurt :-)

Any idea why that is..could it be anything to do with frames per second..i'm in the uk so its the PAL format...I have tried re-encoding with different options but still the same result.
