best authoring software for importing your own Mpeg2 files

Pleae can anyone tel me the best program for importing your own mpeg2 files from tmpgenc and converting to vobs and then creating dvd disc. I have the Panasonic DMR E20 recorder which I can connect my dv camera and record direct real time with no probs, but I want to know if I can better it??
