HD loader problem

I used the memory card exploit to boot ps2 menu and then from there the HD loader. The hd loader booted and formatted my hard drive. The problem is everytime i get to the licence info and I accept the licence terms the PS2 goes into the browser mode and will not continue with HD loader.

Do I have a bad copy of HD loader.elf or am I doing something wrong?

V4 PS2, swapmagic, flip top, 160 GB Seagate
