I have a whole bunch of clips (Mpegs) I would like to put on DVD's with menus and stuff. What do you think would be the best software to do this???

Give NeroVision Express 2 a try. This is exactly what this program does best. It accepts a wide variety of audio and video formats, no demuxing is required and has menu, titling and transition options. It's easy to use with good guides availible at the Nero website.
