Splitting and joining scenes of a VOB file

I was wondering, which program do you recommend for joining and splitting the chapters/scenes (changing the chapter points) of a DVD or of a VOB file after I decrypt the DVD with "DVD Decrypter?" If I were to buy a program such as "ImTOO DVD Ripper" for example and then convert the VOB file to AVI, I wonder if while converting from VOB to AVI it would automatically join all the scenes of my movie together to make one big scene (In other words, taking out all the chapter points)? Do any of the programs that convert VOB files to AVI not join all the scenes together and instead leave them exactly as they were on the DVD or is there a way to join and split the scenes of my DVD after I decrypt it with "DVD Decrypter?"
