Getting slow load times/stuttering using cogswap&sm

I've searched the forums but have not found an answer to this specific problem so if anyone could help it would be greatly appreciated.

I have used cogswaploader and swap magic to load up my PS2 backups and the games do load and play; however, the PS2 games take several minutes to load and will often stutter during intros cutscenes and/or there are stutters in the music/speech during the game. The gameplay moves normally.

I am using an old PSX game (Space Hulk) as my boot disk w/ cogswaploader and I'm wondering if this could be the problem due to a low TOC? I don't understand exactly how the TOC refresh works if someone could explain that please. Thanks.
