i was thinking a way to solve the pal to ntsc adr patcher problem. u know when u patch it the screen goes down and to the right, well i was thinking if u can get a vga cable so u can play ur ps2 on ur computer monitor, and just adjust the screen up and to the left so it will be centered :) . then u send another wire to the tv so u can play it on a tv centered from the computer monitor. anyone with me, get the idea? what do you think?

A VGA cable will solve the issue as how VGA isn't PAL/NTSC specific but the signal must be converted to the proper signal format prior to sending it to the TV if you want it displayed properly on the TV. You'll get a much better picture quality on the VGA monitor anyway, why not just stop there if you have that capability?

i know first u have to patch it but after that u send a wire from the ps2 to a comp monitor (vga cable) then from the comp send the signal to a tv. reson why so i can adjust the pic from the computer monitor, and cause tv is bigger.

There's two problems with this theory and such why it will not work. One is that the picture if output to a VGA monitor using a VGA cable would not be off center since like I said before, VGA monitors don't use PAL or NTSC. The other problem is that monitors do not output picture signals at all, they only receive. Adjusting the picture on your monitor would have no effect on the signal your TV receives. If you get the picture to display on your monitor why not just use your monitor to play games. I'm also trying to figure out why you can't just play local version of the games you're trying to play.

because the picture is on my monitor right. now i wanna send another wire to my tv because my tv is BIGGER. than my monitor. plus i can patch my PAL game to NTSC and adjust the pic with my monitor then send the full screen pic to my tv get it

Well you can connect your PS2 to the monitor and then connect the monitor to the PS2, however, a monitor cannot send a picture. Even if you connect your system this way tour TV would be getting the picture from the PS2 because monitors can only receive picture signals. Why not just play the NTSC version of the game instead of trying to get a PAL version to work properly?
