Can a video card actually help rendering times?

Not for ripping, but for changing the format of video. I do a lot of resizing and format changing (from avi to mpg and vice-versa sometimes) and was wondering if there's a chance that your video card might actually make a difference.

No :-) Well, unless you have a video editing card like Matrox RT2500 which actually has MPEG-1/2 encoder built-in. But even in that case, the program you use, needs to be optimized to use that card.
