According to PS2NFO's latest news...the only thing unique to a Disc ID are the last 3 numbers?

Does that mean the first 2 can be random?

So lets say if I wanted to burn 2 copies, can I make them both go online at the same time if I just changed one number in between the both of them but still have the 3 unique numbers?
