NTSC to PAL??

I have ripped files from my dv tape with two different programs. One did it in NTSC (29.97 fps) and the other Pal (25 fps). I would like to make them all PAL thus requiring me to convert the NTSC to this format. How can i do this?

By the way there all in .avi format.
