My Camcorder: Sony DCR-TRV250

Here's my problem: I purchased this cheap card from newegg as an alternate capture source to the USB that my camera offers and suggests, which will never allow me to capture at a resolution over 300+x. This card states that it captures at 720x480 which is what I would like since I'll be editing the video clips to throw on DVD. I've used the software that's included (cyberlink Power Producer) and it seems to capture at that resolution but is very basic and I'm not thrilled about the capture program. I've tried other capture software including Virtual Dub and the built in capture in Premiere and Vegas. Whenever I select 720x480 in any of these programs, CRASH. Sometimes I get an error saying the device is already in use or just that it isn't supported. Premiere doesn't even see the capture device at all (Capture Device not Found).

I understand that I probably purchased a cheap POS capture card but what I don't understand is why every program other than that included, will not capture at the resolution that I need, the one printed all over the box. Maybe I'm missing something.....let me know.

Also, do I need to capture at 720x480 to get a decent quality video from a digicam to DVD?
