Improved VCD quality on DVD?

Can someone recommend a good guide or method for converting a very high quality avi feature length film to a vcd to be burnt onto a dvd-r (taking up no more than half the dvd's capacity)?

I have been burning standard vcd files (1150kbps) and
svcd files (2400kbps) to cd-r's with excellent results. Recently I have begun changing the audio to 48000hz and then burning multiple vcd's to 1 dvd-r.

I appears to me however, that these vcds when burnt to dvds are of lesser quailty. Even when making a non-standard vcd with about 2200kbps, it still doesn't seem to be as good quality as a standard vcd burnt to a cd. Even at 2200kbps i'm getting some blockiness, something I didn't get much of when making standard vcd's for cd-r's.

Final question. If I encode a vcd at 1150kbps, and burn it to a cd-r, should it have the same playback quality as the same file (with audio adjusted) burned to a dvd-r?
