SpruceUp not burning my files?

I have 2 folders, and in each are a .bin and a .cue file. I used this guide:

http://www.afterdawn.com/guides/archive/vcd_to_dvd-r.cfm

to convert it to 2 files, a .mpa and a .m2v file. I tried using SpruceUp, and i went ti File -> Import, and tried to load AVSEQ01.m2v, and it gave me the error, "Illegal Picture Resolution for DVD-Video"

What does this mean? Are there any other free programs that can burn my file to DVD?
