Trouble With Formating F Partition

I just installed a larger hd in my xbox using xboxhdm. It has the option to format a F Drive on the new larger hd. I chose the option, and it said it did it. I then looked at my hd using evox and also flashfxp, both showed no space in the F partition. I then used the raw command option in Flashfxp, it returned the key...i entered it back in correctly (FormatDrive <key>)....it quickly says F Drive Formatted.....so I figured it was formatted, I turn off the xbox, start it back up, and still there is no space on the F drive. I softmodded my xbox, so I do not have a chip. My next option is to use x-disk or slayers to try and format my F partition, but can I use those even if I do not have a mod chip, if so, how? Or is there any other options, or might I have missed something, do I need a certain bios loaded up (it is a 120 GB, if it was larger I would need the G drive also which requires the L48A...whatever it is to be able to support larger than 137)....does anyone have any suggestions for what I should try next to try and format the F partition so it is useable?
