I was trying to backup a Region 2 DVD using DVD Decrypt and DVD Shrink and got mixed results.
The backup DVD was playable on my PC DVD-ROM but not on my standalone DVD players. The audio was OK but the video looked washed out and the "vertical hold" was unstable. I tried making it region free and also Region 1 with the same problem.
Is there some other copy protection on Region 2 DVDs that produce this problem?

No -
it may be something else besides the region. You might want to download AnyDVD to get a head start on the region ripping - there's a 21-day free trial here -
It's my feeling that it's something dealing with your media. Double-check to make sure it's not the disc you're ripping. A change of media would be good too - Sony, TDK, Ritek G04, Verbatim "DataLife", Verbatim DataLife"Plus", Ridata, any media boasting "Advanced Metal AZO", Taiyo Yuden's and generally, almost any discs manufactured byMitsubishi are excellent bets..
Check your Firmware and check your ASPI Layer to make sure everything is there and working -
At the bottom of the page look for "What's my firmware? - Try this little tool I found," Download this tool and check out your Firmware's health (up-to-date wise). You can probably get a current upgrade there also -
