cdloader not working

Im new to this, but I think I've done everything right. I burned the .cue cdloader file the disk is 28.1 mb. I boot my sm cd, use the slide card put in the cdloader press x and I get like a red and blue border and then it stops working. help please.

according to the site the dvdloader is for v7 ps2's. Is there one for v4 ps2's?
