The 14 gigs are used in formatting the hard drive. The 200 GB is raw unformatted hard disk. Depending on the type of formatting used (for example FAT, NTFS, EXT3) different amounts of space are used for formatting.
On a side note, I thought that the PS2 was limited to 137 GB regardless of the size of the drive?
Its the way hard drive manufacturers define 1GB, as opposed to the usual way windows, or any other operating system defines 1gb (1024mb). The hard drive manufacturers define it as a nice round 1000mb, thus you loose out. Making another partition will do nothing, neither will formatting in another file system.
