Well it is a chip that is required to be embedded into the DVD player which can do the trick. It does'nt seem to require a new lens head as the Laser's wave length is default depending upon how old the player is.
Here in Canada I currently I have a Philips DVP642** (70 USD worth a buy) which plays all kinds of stuff as opposed to my RCA DRC 220 which just plays NTSC formats of VCD 1.0 DVD and mp3
In India I had a player that played AVI's and MPEGS burned in a ISO9660 format but not Divx encoded Video (Although it let me surf the CD like we can on MP3 playback it would play the Divx files audio)
TMPEG encoder can help you to make SVCD's in MPEG-2 layer that can incorporate 110mins of a movie on one 700MB cd that are pretty compressed as long as your resolution is coherent with the DVD players SVCD playback standards.
