What tool will enable me to author VR to DVD Mode using a DVD+RW Combo Drive?

I have a couple of "unfinalised" films downloaded from my JVCs HDD to DVD-RW disc and no longer have my recorder available, so would like to know with which tool I could author them into VIDEO mode using my WinXP's DVD+RW Combo drive so that I can play them on my other dvd player which supports both DVD-/+R/RW but NOT- VR. It has been suggested Cyber Power Producer which works fine with finalised but these ones are UNFINALISED. Any ideas. Most Welcome. Thanks Clive
