May subtitles be fit in 352X240?

I used VobSub to rip the subtitles of DVD, it produces .idx and .sub for the VOB file. But before that, I have convert VOB to MPEG-1 VCD format, now, I want to fit the subtitles to the 352X240 MPEG-1, but it goes out to be a 720X480 with subtitles. How can I edit the idx or sub files to let the subtitles to be fit in 352X240; so that after that, I can convert that MPEG-1 to rmvb.
If somebody know how to solve this problem, please help me. Thanks in advance!
