Fliptop - Discs no longer spin

Hey all. My friend recently bought a clear blue fliptop shell (it's the entire case not just the top). I spent this evening transferring the internals over to the new shell but I'm having an issue. The PS2 powers on as usual, I press eject and the tray comes out, I pop in a disc (original, backup, DVD, doesn't matter) and close the tray and then the disc tries to spin about 3 times, each time rotating less than 1/4 of a turn and then it just gives up. I took the fliptop off and screwed the original DVD drive top back on and then tried again and it still won't spin.

The new shell came with a white magnetic hub for the disc but the results are the same whether I use the PS2's original white hub or the new one.

At this point it seems to me that it's a motor issue or something, but I'm totally lost. Does anyone have any ideas?
