AD's Guide says NTSC, PC pipes up with PAL ??

Howdy. I'm hoping you Guru's can set me on a straight path when I encounter the following:
In your guide "How to put multiple SVCD movies on one
DVD±R" you bring up the subject of NTSC & PAL in the
"DVD-Lab (Part 1) - Add Movie File(s) and Edit
Connections" section as follows:

"A good idea now would be to check the Project
Properties and make sure you have it set to the right
format (NTSC or PAL). Click Project --> Project
Properties and set it. NTSC is most used in North
America and Japan and PAL is most used in Europe and
Australia."

What about when about now,(it may have been closer to: DVD-Lab (Part 2) - Compile and Burn DVD), the prog tells you that the output is PAL, and you live in NTSC land? This happened to me very recently, and I stuck with NTSC setting as I did not know if PAL would play here, anymore than if leaving the setting at NTSC would play. As part of a batch project the resulting output got mixed with others, leaving the question open if\when I encounter this again. What should one do?
Can I determine a PAL MPEG earlier?

Also, say that I do get 2 or 3 movies on a DVD, will I be able to pull one of the movies, or a copy of any one, off the DVD if I wish to work on it more, turning it into a full CD? Thereby using the disc as possible storage in the short term?
