Media Center Software - Setting Aspect Ratio

When I play purchased DVD movies on my Media Center computer which has a 22 inch 4:3 aspect ratio LCD monitor and when the DVD itself does not have the 16:9 or 4:3 aspect ratio selection, I would like to change the 16:9 wide screen ratio to 4:3 ratio. Does anyone know how this can be done or what software is available to do this? I know that some DVD players connected to 4:3 TV screens can do this (via letter box eliminator or EZ View).
