How do I start a PAL game on a NTSC ps2?

I'm in the US and am trying to play the PAL version of DBZ:Budokai 3 on my NTSC playstation. I already have the Swap Magic and Fliptop working for most games, but when I try and play PAL games I just get a Black and white scrolling version of the game. What is the Actual (step by step please) proceedure to do this? Thanks in advance.

you will have to find a PAL to NTSC patch. no idea if one has been made

if you have swapmagic v3 cd and it works fo you try this way, boot swapmagic cd and select NTSC as the video mode, then press eject and swap for swapmagic dvd, wait for it to refresh the toc then swap for backup by flip/slide and press x, alternatly if your swapmagic cd won't work of the above method won't work for you then you can try patching the image file with a PAL to NTSC patch, there's a link to one in my sig below
