Question on the burning PAL PS2 DVDs

I'm a new to this whole PS2 backup business so i don't know much, but i have this problem with burning PS2 games.
The PS2 i own is a PAL version so naturally i would have PAL games. I've read and understood the whole process of burning DVDs but for some reason my DVD reader can't read these PAL games that i have (Can't open it normally like a CD and not readable with DVD Decryter). I've burnt NTSL DVDs/games with this DVD reader/burner and it works which shows the burner itself works fine. So does anyone know why i the DVD burner can't read PAL games?
I know there may be a very simple solution to this problem or maybe i just have the wrong type of DVD reader/burner, but as i said i'm new to all this and any input would be helpful.
