Help converting Video 8 to Computer/DVD???????.

Hi.

I was hoping someone out there might be able to help me with this.
I am trying to convert my old Video 8 (NTSC) tapes to DVD (PAL) and I have just a couple of questions.

1) I have a Winfast tv2000xp deluxe capture card. Will this card do a good enough job, as I can't afford the Canopus or should I try and get something else.

2) What is the best software to capture my analogue signal with. I read that because tv2000xp is WMD VirtualLAB isn't any good because it only supports VFW.

3) I try to use the Huffyuv codec however it won't show up in Winfast PVR. Is this the best codec to use or can i just encode straight to MPEG 2

4)I am in Australia (Pal) however all my tapes are in NTSC is it worth converting them to PAL or just leaving them as NTSC
