Can i watch TV on PC with this setup?

Hi guys, totally new to the board so go easy on me!

I want to use my PC monitor to watch TV as 19" is better than 14". I'm using a Belkin USB Video Capture device, shown below, and have it hooked up to the video out of my VCR, with the sound going into the line in on the sound card.

So in theory I can watch live TV on the PC monitor using the VCR remote to change channels. But what software can I use to enable me to watch TV Full-Screen, the ability to record would be welcome too but not essential.
