Motorola V220 hotkeys not working properly and unable to change via settings

The hotkeys on my motorola v220 are not working properly as in they are not what is programmed into the hotkey setup. I can not change this at all, well I can change it in settings but it has no effect whatsoever on the hotkeys. Any help would be apprecieted, thx
