PS2 Not booting at all

I have recieved a unit that will not boot up. The light is on, when power is pushed the screen goes black and it tries to spool back and forth. Then nothing happens.

It seems that someone installed a chip and they said it was working until about a month ago when it just died. The person i got it from removed the chip and gave it to me.

There are no bridges or anything visible that i can see... Anyone got any ideas? Thanks in advance.
