What is the difference between burning a Data DVD and a Video DVD

Is there any difference at all between creating a Data DVD containing a VIDEO_TS and AUDIO_TS folder (and the ifo, bup, and vob files) versus creating a Video DVD with the ifo, bup, and vob files?

I am using Nero Express. I have a video slideshow generated by a slideshow program (it created the ifo, bup, and vob files). Now I want to burn it to DVD but I also want to include data files on the DVD (things like the original photos and such). I thought it would be as simple as to just burn the DVD as a Data DVD with a VIDEO_TS folder and a DATA folder. It did not work on my DVD player. If I use Nero's DVD Video burn process, it does work on my DVD Player (but then I can't also include a Data folder on the disk).

What is the difference? The only one I can see quickly is that I didn't create an empty AUDIO_TS folder. Is one required? Any suggestions?
