is it possible tohook up a non-digital camcorder to the computer. (sony Handycam Hi8 CCD TRV318)

umm...

your cam outputs through composite/component/svideo right.

the capture card is for the pc. get a video card with video in. the video in is for the will take the output from the camera as a tv would. and all you need is to capture it with VirtualDub or anything. and use huffyuv

The video capture card is for your computer, not for the video camera. You can also get external USB video capture devices, although for these to be worth buying they should be USB 2 devices. Also a few people may have one of the few analog Hi8 camcorders that will connect by Firewire.
