My BUPs are missing!

Ok, so i came into a Video_TS folder from somewhere and I'm trying to burn it to disc using Nero, but it keeps giving me an error saying the files failed dvd-video compliance due to not finding any .bup files. Sure enough, there's no .bup's

3 Questions:
What are BUPs?

Is there a way around this?

If there's no way around, is there a way i can either make or fake them and still have the disc run?
