I just got a brand-new WinXP Home SP2 PC and hooked it up to my wired cable connection through my Linksys BEFW11S4 V2 Router. When I try to download files via Bittorent and allow users to FXP me files through my Bulletproof FTP server, transfers are slow and clock only 20 kb/sec on average. However, when I download files normally through Internet Explorer, Flashget, etc. speeds are usually at 200kb/sec.

I am using the newest WinXP service pack (version 2) and I have added the torrent programs and FTP server to the "exceptions" in it's built-in Windows firewall. I also have added their port numbers (6881-6889 for Bittorent and 20-21 for the FTP server) as well as enabled "FTP" in the advanced setting. For the router, I have updated the firmware and used port fowarding. The final thing I tried is to use the static IP address option in TCP/IP of Network Connections but this kept disconnecting all users in the FTP server (although Bittorent still worked). Although these steps (except the last) have improved the speed from the prior speed of 5, it is still extremely slow compared to the speeds I usually get.

Any help would be appreciated!!!
