I've seen that the recommended burning speed for VCDs are 4x or below. However, I am unable to set the burning speed to that low. (I'm using Nero 5.5.5.2 OEM)

The minimum speed I am able to go until is only 8x. (By the way, the burner rom I'm using is Iomega CDRW 9600INT-B, with a capability of 24x,10x,40x)
Also, I have another DVD to VCD software, and it offers the user 3 "Aspect" choices. They are "Letter Box", "Pan & Scan", and "Full Screen". To my understanding, I know "Letter Box" also means "Wide-Screen". What I'm unsure about is the difference between "Pan & Scan" and "Full Screen". Aren't the same? Or are they in different ratios?

Upgrade your Nero to the latest version, latest version offers possibility to burn with slow speeds.

Letter box = 4:3 (u know, your good ole' junk TV from 80's, same aspect as your monitor) picture that has huge black bars in top and bottom of the picture to keep the widescreen movie picture area fully within the 4:3 TV area

P&S = Left and right area of the picture has been cut off (to use full 4:3 TV area without black borders), but done slightly smarter way than just by cutting it -- the area that is shown is selected from the widescreen version manually by the editor (some poor dude, who needs to go through the whole movie and select what areas to get rid of and what to show)

Full screen = P&S done stupid, just the middle area of the picture is taken to the movie so it fits for 4:3 TVs
