NTSC on PAL Hdloader?

Hi, i was wondering can u download a USA (NTSC) game from the net and then get ur PS@ HD into the PC and use WinHIIP to rip it to PS2 HD and still be able to play it , cuase i was serching google 1 day and i found a forum wit a guy saying the same thin then the other guyz said yep it will work, but since i like this forum and trust this foru mid like to ask mor epl , so is t possible to rip and play NTsC games using HDloader (PAL) cuase im tired of waiting for games to appear here like 3 months after americans already finished it .
