AVI to dvd problem

I've downloaded a perfectly good Xvid MPEG-4 file, ive tried to convert it to dvd using Ulead Dvd movie factory (a process which usually works without fail) but when it has finished i play a VOB in say Power DVD and it's all jumpy, like the frame rate is all out of sync. Any ideas anyone?

I had exactly the same, use TMPGEnc 2.5 Plus and then TMPGEnc DVD Author 1.6 this seemed to fit it.
