Capture video for DVD - need advice

I am recording a 30 minute video program from TV that I must record to a DVD for home DVD player viewing. What's the best format to chose to record to my HDD AND what's the best software and burner combo to use to put that program on a DVD. Any (simple and clear) help will be greatly appreciated!
