Reasons for slow loading on backups?

Why do backup games load much MUCH slower than normal games and usually cause the game to skip during high level (cutscenes, fmv exc) sequences? is there any way to fix this?

better? like faster or higher quality DVDs? I'm using mainly these target 4x dvd-rs. probably not the best stuff, lol

I find that Maxell DVD+R work the best for me. I have tried BenQ, Memorex, and Fuji but they still skipped.
