Well you might want a faster cpu to start. working with video is very cpu intensive. Here is what I used in the past to transfer my vhs tapes. I installed a video capture card and it was pretty straight forward. Now that I have a dv camera I don't use the capture card anymore. I just installed a firewire card(fairly cheap) for it and it's very easy. As for software well I'm still trying a lot of different software for capturing from the dv camera. Right now I'm using adobe Premier but it's pretty pricey. Nero can capture as well as roxio media creator. I'm sure others will tell you of other software you can use. If you have any other question feel free to ask.

ok. this my area here.
p4 2.8ghz cpu and above, 1gb ram or above
atleast two hard drives one for system os
one for movie file, AVI,mpeg etc
movie drive should be above 120gb 7200rpm sata is best
firewire card for dv camera and a good capture card for analog capture like the matrox rtx.10 suite, comes with adobe premire pro 1.5 encore dvd for authoring and adobe audition to edit sound. 19inch montor or dual monitor setup.
make sure to check board specks when buying capture cards.
