Problems playing any video/DVD files on PC

I have a problem playing any DVDs on my PC. This also affects cut scenes in games such as Star Wars Battlefront.

The movie will play fine for a while and then at a seemingly random point will begin to stutter and jump. This is true of copied and original DVDs.

I'm using a P4 3.4, 1GB RAM, 128MB Nvidia PCI Express. I've tried all the options in Windows Help but nothing seems to work. Any ideas?
