You can record your movie in PALVCD and then use free software TMPGEnc 2.5 (www.TMPGEnc.net) to convert it from PAL to NTSC format, then burn it to CD by burning program.
-When TMPGEnc opened, Project Wizard Window will opened, In Video-CD, click NTSC, hit Next.
-In this window, you need to browse to locate the PAL video file in hard-drive. at the Aspect ratio, choose "4:3 525 line (NTSC, 704x480)" hit next
-you can ignore the next "filter setting" hit next
-At Birate window, you need to select the capacity of the CD-rom, in my case = CD-R 80min, hit next
-At Specifying output file name, you need to browse the place your new NTSC file will be copied to, remember the new place should be not the same folder with the PAL file name. hit OK
-in the next window, make sure the information in Video source box, audio source box (should be the same with audio source box), output file name are correct, then hit Start. After the program finish decoding you are Done.
