Is there any way that i can use a USB pc webcam as EYETOY to play EYETOY supported games?

Slim to none. It would have to be almost identical hardware to the original eyetoy for their drivers to work with your cam. The only way would be to write a PS2 driver hack for your specific cam and patch the game with it.
