I am trying to make a backup of 2 dvds and put them on one dvd. Is this possible, what I have done so far is used dvd decrypter so that I have those vob files created by another program. So I just want to know how to combine these files.

I assume they are small?? Otherwise they will need to be shrunk considerably.

You can use DVD Shrink to do this (no menu). Look at the guides on www.dvdshrink.info
