Hi,
I just installed Matrix Infinity 1.38 on my V7 USA PS2.
Everything works fine but when I try to play PAL game my TV starts to flicker. I cannot get the TV screen to hold vertically. The game works fine on a different TV, so I know its not the game.
I can see the game behind the flickering and can hear the sound but the screen won't stay steady. Please help!!

It's a problem with your TV just as you thought. Not all TVs support both PAL and NTSC signals. At least most TVs sold in Europe nowadays support both, but TVs sold in NTSC regions - I don't really know. Also it's a bit different with older models.
Also you might want to check your owner's manual and look for anything concerning PAL, PAL mode or something like that. Some older models may have a separate mode for PAL which you have to trigger for yourself.
Most likely your TV doesn't support PAL - the only choice is to play on the other one or get yourself a new one.
knea, there is no need to get a new TV! It sounds like it's only compatible with NTSC games, so when you're playing on that tv, follow these simple steps:
Upon booting your PS2, hold triangle and circle until the configuration menu appears. Highlight "PS2 SCREEN FIX" and press X until it says NTSC. This will force the video output to NTSC. Press "Start" to save the settings, and it will tell you to reset.
And that's all! If you ever play on a PAL tv, just change it back to whatever worked last time, or just switch the screen fix to "PAL".
