The only way as far as I know would be to use something like DVDShrink find the FBI image in the left hand side then from the drop down box in the right hand side used to select the compression choose still image and browse for something suitable or use one of the stock built in files.

You should be able to do it with DVD Shrink or CloneDVD2 as long as the FBI warning is by itself. You have to edit before burning.
