is there any freeware or trial edition dvd authoring programs out there that will let me add borders to compensate for tv overscan

so you found out abot tv overscan.
virtualdub will do that. then you frameserve it.
but that will be a little bit slow.
its faster to use avisynth, but it is a scripting tool.
tmpgenc will do it too, but mpeg2(DVD) is only free for 30 days.
