Xbox works normal aladin live has blue light?

Im pretty green to this and ive tried looking around and came up empty but..
I have an Aladin Live chip on a version 1.0 board
for some reason the chips LED lights a solid blue and the Xbox works normal
Holding power to turn the chip on does nothing

now.. i didnt install the chip, my uncle did.
he purchased 2 chips and just did his Xbox and his came out fine
the solder contacts "looK" fine, and he's not new to electronics so im at a loss here
the chip has already been programed with the programer as well

it was installed this way
